Before anyone asks, I already checked manage my addon's, and when I try to go to microsoft store, it just puts me to an editions page where it tries to make me buy a version of fallout 4. If I recall correctly, this is the second time I've had issues with fallout 4 and its DLC, first time being when I originally bought the GOTY edition, and the DLC wouldn't download via the code.

So I went on to Xbox support hoping to contact an online agent, where I found that I'm not allowed to contact an agent about missing DLC. That's when I found out that I no longer had the DLC's, despite owning them, and playing them in the past. I eventually found it had none of the DLC's that I owned, so I decided to uninstall the game pass version and download it from the disc.

It wouldn't take much code to fix that issue. I think you are over analyzing the situation. It's the ones where a bluray isn't big enough to hold all the data where it becomes an issue. Some games take up less space than others. I think they were one time activation codes too. I do remember some xbox 360 games having dlc discs like that, but it's been a while. Other than saving the bandwidth I don't think there's a big advantage in including it on seperate disc. P.S.Store right now they have a Digital copy of Fallout 4 GOTY.
So either way it's difficult to do so the game has a resale value as GOTY. I Have a Digital copy of Fallout 4 with a few addons to get all add ons Bethesda want £39.99 by way of a Season pass. If they didn't do that, then you could pass around the disc and everyone could get the DLC for free. They'd either need let you install it, give you a psn code to activate it, and then the disc would really only be one time use anyways.
If you could install the DLC off the 2nd disc, I think it would have copy protection issues. This means the DLC would need to install off the 2nd disc while you still use the 1st disc to play. Usually DLC still requires the core components of the game. they should have just made a second disc. It costs pennies for them to print a second disc with DLC on it. This thread was merely to warn others who may still trust Bethesda and Fallout GOTY editions. Going forward, I would not buy anything from them unless it is 100% confirmed. Granted due diligence is must with games, particularly EA and now Bethesda. So it is understandable why someone may blindly buy their GOTY edition and expect the same experience as before. In addition, there weren't many reviews on launch day. However, prior to this all Bethesda GOTY editions of Fallout came with dlc on disc.
